The high value of military aircrafts means, strict operational procedures during maintenance and testing. However there is still a fire risk. A  Malfunction or damage to aircraft can cause a fuel or hydraulic fuel leak, that can be ignited by hot surface or electric spark. In addition the system should prevent fire from spreading to or damaging adjacent aircrafts or equipments.
